Main scientific results

Scientific activity. Oleg V. Inshakov published more than 500 scientific and educational works, which include 56 scientific monographs and 18 textbooks, as well as articles in leading Russian and foreign journals, and scientific reports.

Scientific works of Oleg V. Inshakov were published in Russia, Great Britain, Hungary, Germany, Armenia, Bulgaria, Georgia, USA, Kazakhstan, Ukraine, France, and Switzerland in monographs and periodicals, indexed in the largest international abstract and citation databases of peer-reviewed literature.

Scientific papers of Oleg V. Inshakov are devoted to the fundamental and applied problems of the theory of economic mechanism, evolutionary and institutional economics; typology and classification of economic phenomena; spatial and temporal organization, modernization and transformation of economic systems; patterns and mechanisms for the development of Russian agro-industrial complex, Russian wholesale food markets building; regional industrial policy, competitiveness, sustainability and security of the regional economy; socio-economic adaptation of universities to the conditions of market reform and modernization of higher education, etc.

Main scientific results of Oleg V. Inshakov

  • originated the evolutionary-genetic theory of production factors and the “development core” model of economic systems;
  • substantiated the connection and investigated the fundamentals of economic genetics and nanoeconomics, based on the analysis of the elements and cost structure of human action;
  • proved the need to expand the level structure of the object and the subject of economic theory; substantiated the principles of distinguishing the basic and intermediary levels of the global economic system structure;
  • revealed the ontological and epistemological aspects of the national economy institutions’ evolution in the IX–XXI centuries, their incorporation in the conceptual word-formation of the Russian language; revealed the institutional characteristics of periods of national history;
  • developed a multi-criteria classification of institutional economic mechanisms;
  • revealed the structure of the dynamics of global economic structures based on the meta-production function;
  • formed a general model of the economic mechanism’s cyclic functioning;
  • identified patterns, characteristics and trends in the development of nanoindustry and nanoeconomics in modern Russia under the processes of the VI technological mode formation;
  • applied an evolutionary approach in substantiating directions, scenarios and mechanisms of strategic modernization of the economy of the South of the Russian Federation in strategic and program documents, analytical notes, reports for the authorities of the Southern Federal District, Volgograd Region, and the hero city of Volgograd.

Oleg V. Inshakov created a powerful scientific school of institutional and evolutionary economics, theory of economic mechanism, theory of strategic management of the regional economy, new avenue of research of the problems of functioning, structuring and evolution of economic systems of various kinds, types, levels and scales. 26 doctors’ dissertations and 51 candidate's dissertations have been performed under the supervision of O.V. Inshakov.

Scientific works of Oleg V. Inshakov are widely recognized in the scientific community and are actively implemented in scientific research by his learners and representatives of many other research teams.

The number of citations of works by Oleg V. Inshakov in the system of the Russian Science Citation Index (RSCI) is 6622 as of May 2024, h-index – 39. The results of his intellectual activity are protected by 2 patents and 8 certificates of authorship.

Oleg V. Inshakov was the permanent chairman of the Organizing Committee of the annual International Scientific Conference “The Centuries-old Search for a Model of Economic Development of Russia” (Volgograd, 1998 – 2017); a member of the Organizing Committee of the All-Russian Conference “Economic Science of Modern Russia” (Moscow, Russian Academy of Sciences, 2000) and All-Russian Symposium “Strategic Planning and Development of Enterprises” (Moscow, Central Economics and Mathematics Institute of the RAS, 2000 – 2016). He delivered papers on the problems of strategic management, regional, evolutionary and institutional economics at multiple scientific international, all-Russian and regional conferences.

Oleg V. Inshakov was a member of the scientific council of the Economica Publishing House, of scientific editorial review boards and editorial review boards of a number of journals and journals series, among which are: the “Journal of the New Economic Association” (Web of Science, Scopus); the journals of the Russian Academy of Sciences “Economics of Contemporary Russia” and “Spatial Economics; and also “Economic Strategies” (all of them are included in the List of the leading scientific journals and publications by the Higher Attestation Commission of the Ministry of Science and Higher Education of the Russian Federation); “Modern institutional and evolutionary theory”; “Memento of economic thought”; and a member of the Editorial Board of the All-Russian Institute for Scientific and Technical Information (VINITI) of the RAS on the problems of agriculture, economics and management.

Oleg V. Inshakov was a facilitator and chief editor of the series “War and peace in the fates of economists” (11 issues, 2002 – 2014, VolSU publishing house; Institute of Economics, RAS).

He was the head of research group and the editor-in-chief of “Volgograd Region” volume of the Economic Encyclopedia of Regions of Russia (Moscow: Economica Publishing House, 2005), as well as of the first, second and electronic editions of the Encyclopedia of the Volgograd Region (Volgograd, 2007, 2008, 2009).

In the Southern Federal District Oleg V. Inshakov was a facilitator and chairman (since 2000) of the Southern Section of the Department of Social Sciences of the Russian Academy of Sciences, which incorporated more than 110 doctors of economic sciences of higher educational institutions, research institutes, enterprises of the Southern Federal District, Voronezh and Lipetsk regions into a single territorial system for coordinating creative activities of scientists on interdepartmental basis.

Since 2000, he was the editor-in-chief of the “Economy of regional development” scientific yearbook (since 2013 named “Regional economy. South of Russia”, included in the list of HAC and ERIX), issued by the Southern Section.

In 2004 – 2008 Oleg V. Inshakov headed the Economic Research Department of the Southern Scientific Center of Russian Academy of Sciences (SSC RAS).

In 2012 – 2017 he was the Head of the Research and Educational Center “Economics of Nanoindustry” at Volgograd State University.

The following projects, which were implemented under the leadership and with authorship of Oleg V. Inshakov, have a great practical potential for the state and municipal authorities of the Southern Federal District subjects:

  • Report on the modernization of the formation and content of the Federal Target Program “South of Russia” (SSC RAS, 2004);
  • The Volgograd region socio-economic development strategy until 2025 (completed in 2007–2008);
  • The strategic plan for the sustainable development of Volgograd for the period until 2025 (municipal contract 05-D / 194 of March 26, 2007 for 2007);
  • development of the Volgograd region innovation development strategy until 2025 (state contract No. 464 ABO for 2008);
  • legislative package of the Volgograd region on building favorable economic conditions for the functioning of scientific and educational institutions, support for students, young professionals and scientists, development of scientific research (with regard to tax benefits, scholarships, grants, bonuses, types and quantum of social support, etc.) that were adopted by the Volgograd Regional Duma in 2005 – 2009;
  • development of the “Improvement of public and municipal services quality through a network of multifunctional centers (MFC) in the Volgograd Region for the period 2008–2011” regional target program (state contract No. 07-06 / 205 for 2008);
  • models and recommendations on information support and methods for assessing the governance performance in a subject of the Russian Federation (completed in 2008 – 2009);
  • development of methods for assessing the efficiency of budgetary expenditures of regional and municipal budgets (state contract No. МБ 10/3, deadline 2008 – 2009);
  • “Development and implementation of standards of state services, administrative regulations for the performance of state functions and the provision of public services in the government bodies of the Volgograd region” (state contract No. 267 for 2006 – 2007);
  • “Inventory of goals, objectives and performance indicators of The Volgograd region socio-economic development strategy until 2025, The Volgograd region socio-economic development program until 2010, taking into account the processes occurring in the global economy and the measures undertaken at the Federal, regional and municipal levels” for 2009;
  • “Justification of strategic and tactical components, mechanisms and controlling instruments of the Volgograd region development of nanotechnology and nanoindustry economic policy implementation” (for 2009);
  • The concept of modernization of the economy of the Southern macro region considering its competitiveness, sustainability and security priorities, based on the global development of the ethno-economy and international transport corridors (in the book: Modernization of economy of the South of Russia: problems, priorities, projects. – Moscow: Nauka Publishing House, 2008).

He substantiated the guidelines, scenarios and mechanisms of strategic modernization of the South Federal District economy, which were reflected in analytical notes and reports for the authorities on the development of infrastructure, the potential of ethno-economy, and the reduction of the shadow sector of the Southern Federal District economy.

In 1998 – 2008 under the guidance of Oleg V. Inshakov recommendations to improve financial, banking and insurance systems, higher education, social responsibility of business and social partnership, corporate governance, land relations, information and regulatory support, and the effectiveness of state and municipal management were developed and actively used in the Volgograd region.

He was the program manager for the Presidential program “On the Training of Management Personnel for the National Economy of the Russian Federation” in the Volgograd region since 1998.

In 2003 – 2010 Oleg V. Inshakov implemented innovative interdisciplinary research projects that brought together more than 50 scientists from the institutes of the Russian Academy of Sciences and universities in Moscow, St. Petersburg, Yekaterinburg, Volgograd and other Russian cities.

From 1997 until the end of his life, he was the permanent Chairman of the doctoral Dissertation council on economic sciences at Volgograd State University; Member of Dissertation councils on sociological, historical and philosophical sciences at Volgograd State University and Sochi Research Center of the Russian Academy of Sciences.

In the period 1999 – 2013, Oleg V. Inshakov was a member of the Expert Council on Economics of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation.

In 2017, he successfully spearheaded the Expert Council on the “Economic Sciences, Economic Geography”, Reference Group No. 34 of the Federal Agency for Scientific Organizations, which assessed the performance of 39 academic institutions and scientific organizations of the Russian Academy of Sciences.
